The sample in Satin Storm - Think I'm Goin Outta My Head (aka the Nicholas Parsons tune) has been verified as saying "people are crossing" by the man Satin Storm himself.

Apart from "nicholas parsons" I prefer all the other guesses ie: "people are starving", "hoople is marvin", "people have problems" and my personal favourite "gigolo's bathroom" LOL

For those who are wondering wtf I'm on about check the clip.

haha, that reminds of me mate who thought the line (from many tunes)

ragga thingy, was saying "jed up a gumtree ...etc"
