faulty psu?

when starting the computer i get the lights on the front & the fan kicks in but this lasts for about 2 seconds before the power goes..

i'm guessing this is a faulty psu, or would that mean no power at all?

i then can't get the lights back on etc until i remove the plug and plug it back in..
