Apparently the reason they lowered the age was due to pressure and heavy lobbying from the Portsmouth based branch of the Brummy Bum Boys Association and the Somerset branch of Gay Farmers Union.
Apparently they both have alot of sway around numerous public toilets in Whitehall.

Rehab i think, that or hypnotherapy, shouldnt be too bad for them as they still have their natural lung capacity as opposed to that of a 5 year old labrat that was forced on the bong on a daily basis.

If however they have reached the point of having 24 hour ventilation tanks they probably look old enough to get served, if not its tough titty from a government so shitty.
