I believe it is a Scott Mills thing, or at least that is the first place i heard it anyway.

Me and a chef.....sorry where is my grammer at...A chef that i once worked with and I took part in this about 3 years ago now, and spent the whole day talking like a pirate. It was great fun, we scared the crap out of people. we managed to last the whole day. It included asking for bus tickets, rounds of drinks at the bar...and so on. We never dressed as pirates, which in turn also realy freaked people out too
