Thanks to all for all the advise.
What swung it was getting the noise abatement council people in to witness what was a'gwaaaan & they served formal legal notice to cease & desist.
Also the Leasing agency offered them a free walk option.
Plus laddo lost his job so they couldn't afford the next months rent I'm guessing.
Makes me think twice about where I am at the mo.... been there 10 years & always been cheap & good enough for me.... until you realise you have very little input over choosing who lives above you.
