Do what Stevie W suggested...

Contact local council for noise abatement order - they will write to him formally & give you a pack to complete.

Also if you know who he leases from (if he leases & not owns) then contact the landlord / leasing agency.

Write to him & formally (but politely) inform him that he is disturbing you & ask him to keep the noise to a reasonable level / times.
