This discussion has currently cropped up at work, so I've tried to have a look on the net to say this is being funded by tax payers money, and I have to say I've drawn a big fat blank on this front.
The only details I can find on funding for this mosque from a reputable news source is the Telegraph article below. This says that the funding will come from Tablighi Jamaat, "a missionary organisation" - "Much of the funding...is expected to come from Saudi Arabia".
