I'm really sorry for you !!!

Not that its any help now but as I understand it you are legally in control of the situation. Not sure if there's any criminal law been broken but only next of kin (and thats means children) can state what is done with the ashes. Unless your brother gave consent (or there was a will) then they have done a bad thing and if no law was broken you can take the fecker down the civil route and claim damages?? One way to get em back anyhoots.
